The HCM City Department of Labour, War Invalids and Social Affairs will focus on improving the quality of vocational training and training high-quality human resources to meet the requirements of enterprises.
At a recent conference to summarise activities in 2022 and launch tasks for 2023 for workers and people who have rendered meritorious services, the department reported that among the 61 main targets and tasks for 2022 by the department, 60 were achieved or surpassed.
The department implemented many activities connecting job seekers with employers such as a survey of labour supply and demand and job fairs. It also coordinated with other provinces and cities in the southern region to organise job exchange floors.
More than 315,000 people were offered jobs last year, a year-on-year increase of 3.28 per cent.
The number of new jobs was more than 141,000 in 2022, an increase of 0.23 per cent compared to the previous year.
The city’s unemployment rate of people at working age was 3.97 per cent.
The department organised 129 job fairs in person and online, offering career counseling for 571,496 people and introducing jobs for 167,013 workers.
Last year, the city Employment Service Centre provided unemployment benefits for 135,772 workers who were eligible for unemployment insurance benefits.
Besides improving human resources quality, the department will also focus on creating jobs and connecting labour supply and demand in the coming year.
The city authorities will create a favourable environment and conditions for people, production and business activities.
They will ensure social security and caring for the poor, the disabled, the elderly, orphans, policy beneficiaries and relatives of those who contributed to the nation’s revolution.
The city will continue improving the efficiency of public administrative reform, promoting digital transformation in association with improving the investment environment, attracting social resources, and supporting businesses to restore their production.
It will apply information technology in the management of policy beneficiaries and drug addicts; and promote gender equality and family development.
Hanoi to launch firework displays in 30 locations
Fireworks will light up the skies over 30 locations in all 30 districts and town of Hanoi during the upcoming Lunar New Year (Tet) festival, Vietnam’s largest national holiday, the municipal People’s Committee announced on January 6.
The 15-minute firework shows, to be funded by businesses and organisations, will start from 0:00 on January 22 (Lunar New Year’s Eve).
Prior to COVID-19, firework displays were also held across all 30 districts and town on the Lunar New Year’s Eve.
However, last year, the city decided to cancel fireworks and countdown events, in an attempt to control the pandemic outbreak.
Tan Son Nhat Airport starts using QR-code for flight information search
Terminal Exploitation Center of Tan Son Nhat International Airport is performing the “Searching solution of Flight Information Display System on domestic flights and public transportation map” via the website tia.vietnamairport.vn and QR-code.
After scanning QR-code or accessing the website tia.vietnamairport.vn, the information on domestic flights at Tan Son Nhat International Airport will be displayed on screens along the lobbies in arrival and departure areas, check-in counters, security check, isolation areas, departure gates, baggage reclaim carousels and waiting rooms in the domestic terminal.
With the solution of searching domestic flight information and public transportation map online, the Tan Son Nhat International Airport wants to improve the quality of its services and better serve passengers.
High hopes for Vietnamese sports at international tournaments in 2023
2023 will be a busy year ahead for Vietnamese national football teams tasked with defending their title at the upcoming 32nd Southeast Asian (SEA) Games, winning a gold at the 20th Asian Games, and recording good results at the 2023 FIFA Women’s World Cup.
The 2023 FIFA Women’s World Cup will mark the first time that Vietnam has progressed to the finals of the prestigious female international tournament.
In Group E, Vietnam will take on defending champions the United States on July 22, the winners of an intercontinental play-off on July 26, and runners-up Netherlands on August 1.
Before heading to the tournament, the Vietnamese women’s football team will participate in training camps in Japan and Europe, during which they play friendlies against the Japanese and German national teams in preparation for the Women’s World Cup 2023.
Elsewhere, the senior men’s national football team will take part in the 2023 Asian Cup in Qatar, although fixtures have yet to be scheduled for the competition.
The tournament was originally planned to take place in China this summer, although the hosts subsequently withdrawing from holding the tournament due to the development of the COVID-19 pandemic there.
A total of 24 teams will compete at the 2023 Asian Cup, with teams divided into six groups. The two best teams of each group and four third-placed teams will therefore progress through to the next round.
Head coach Park Hang-seo will bid farewell to the Vietnamese national men’s football team after the 2022 AFF Cup, meaning that the Vietnam Football Federation (VFF) is seeking a new manager to lead the senior team. The team aim to qualify for the quarter-final stage as they did at the 2019 Asian Cup.
Furthermore, Vietnamese athletes are going to compete in the 20th Asian Games (ASIAD 20) which will run from September 23 to October 8 in Hangzhou, China, which involves 40 sports and a total of 482 sets of medals on offer.
The Vietnamese sporting delegation will vie for medals at SEA Games 32 taking place in Cambodia between May 5 and May 17. The regional games consists of 49 sports, including 608 events, although many sports which Vietnamese athletes are strong at are not listed in the games.
It will be a big challenge for the Vietnamese delegation as they seek to maintain their top position in the medal tally. At SEA Games 31 held in May 2022, Vietnam topped the medal tally with 205 gold, 125 silver and 116 bronze medals.
District 12 launches new tourist products
The People’s Committee of District 12 in HCMC organized a program promoting tourist products on January 1.
The event is one of the activities of the Trade Promotion Fair 2023 promoting consumption of local products to consumers on the upcoming lunar New Year in the district.
One of the new services is a trip taking visitors to the district’s popular attractions, including Khanh An monastery, Ben Xua Tourist Area, Quang Trung Software City (QTSC), HCMC Biotechnology Center, Vinh Nghiem monastery located on an area of around 17,000 square meters to meet the demands for religious meditation and worshiping of Buddhist followers.
Additionally, the local authorities has organized a program calling on organizations and individuals to introduce natural landscapes, traditional craft villages and specialties of the district to visitors as well as promote and preserve historical and cultural values of the locality.
HCMC to boost water transport development
Deputy Prime Minister Le Van Thanh signed 2 decisions at the end of 2022 on fostering the growth of water transport and its infrastructure in Vietnam, showing the strong determination of the Government in boosting the development of this transport.
The two important documents for domestic water transport growth are Decision No.21/2022/QD-TTg about mechanisms and policies to encourage water transport, effective as of December 25, 2022 and Decision No.1269/QD-TTg about plans and policies, solutions for the Planning of water transport infrastructure in the 2021-2030 period, with a vision to 2050.
A visit to Bach Dang Waterbus Station in District 1 of Ho Chi Minh City on December 28, 2022 revealed that most passengers on Waterbus No.SG-8155 were foreigners wishing for a river tour. Since the establishment in 2017, the station has mostly served international tourists, accounting for 85 percent, with the purpose of river sightseeing.
This means water transport in HCMC is mainly for the tourism’s sake, not the purpose of sharing the burden of road traffic inside the city.
The HCMC Department of Transport informed that the city’s waterway system is 975km long, with an average density of 0.181km/1,000 residents and 0.465km/km2, which is 73 percent compared to the one of the Mekong Delta – the highest waterway density in the country. HCMC has nearly 100 inner-city routes and 5 national ones, having a total length of 598.7km and 100km, respectively.
Many of those local routes link the inner city with the new seaports, and thus can serve both passengers and tourists. The inter-provincial routes travel pass provinces of the Southwest and Southeast regions like the 320-kilometer route from HCMC – Long An Province – Tien Giang Province – Dong Thap Province – Hau Giang Province – Kien Giang Province – Ca Mau Province, and another route from HCMC – Dong Nai Province or Binh Duong Province via Dong Nai River and Saigon River.
These routes practically connect all important areas of the Southern key economic zone with international ones. This has created a huge advantage with HCMC being a traffic hub. The fact that Nha Rong – Khanh Hoi Port can accommodate large-scaled ships from other nations and is located in the downtown area has turned HCMC into an ideal destination for global water transport and international tourism.
Owning such advantages, water transport in HCMC still cannot reach the expectation. One prominent reason is the low navigational clearance of current river bridges in the city. There are now 218 bridges in both local and inter-provincial water routes from HCMC, 102 of which cannot satisfy the necessary navigational clearance for water transport development.
Another difficulty is a low attention to investment in the construction of embankment systems against landslides, the dredging of rivers, and the maintenance of existing infrastructure.
Statistics show that the proportion of freight transport via waterways in 2019 was nearly 40 percent of the one via roads, yet the percentage of investment in water transport only accounted for 5.4 percent of that in road transport. In particular, the total capital amount for water traffic infrastructure in the last 5 years has reached VND1.49 trillion (US$63.3 million), while the one for road traffic has come to VND27.3 trillion ($1.16 billion).
Other challenges include a lack of systematic planning for boat stations inside the city and no suitable mechanism to develop the riverside economy (tourism, entertainment). Many boat owners commented that unless there are sufficient boat stations throughout the city, water transport can never develop to its fullest potential.
One issue worth consideration is the low use of private water vehicles to share the burden of road traffic.
To gradually tackle current problems above, Vice Chairman of HCMC People’s Committee Bui Xuan Cuong has just directed the municipal Departments of Planning & Investment, Transport, and related state agencies to consider increasing the navigational clearance of Binh Trieu 1 Bridge, built before 1975 and repaired in 2010. It should be 7-9.5m instead of 5.5m now for more passenger and freight ships to travel more conveniently.
The Transport Ministry has stated that Saigon River is one critical part of the domestic waterway system in the Southeast region to transport goods from the provinces of Tay Ninh, Binh Phuoc, Binh Duong to HCMC and Cai Mep – Thi Vai seaport in Ba Ria – Vung Tau Province. Therefore, such increases are a must.
As to the launch of private water vehicles in HCMC, Deputy Director of the HCMC Transport Department Bui Hoa An stressed that it is not yet possible to carry out owing to a lack of proper legal mechanism, management method, and infrastructure (boat stations).
Office Chief of the HCMC Committee of Traffic Safety Nguyen Vu Hanh Phuc commented that thanks to the intricate river and canal network in the city, there is a huge potential for local water transport, which will in turn help to lower logistics cost and increase the competitiveness for domestic goods.
Experts have already revealed that the shipping cost on road transport is normally 10-60 percent higher than that on water transport, while the latter can accommodate large amounts of freight without polluting the environment much.
HCMC accelerating traffic projects behind schedule
Many suspended traffic construction projects in Ho Chi Minh City are gradually reignited to improve the living standards of city dwellers and boost socio-economic development.
Even in the holiday period, the traffic density on 7-meter-wide Nguyen Duy Trinh Street in Thu Duc City was still rather high, with lots of trucks and cars moving slowly in and out of Phu Huu Port. Two-wheel vehicles had much trouble weaving through those larger ones in a dangerous way since there is no street separator at all. This street has been a hot spot of traffic accidents in HCMC so far.
“For many years, this street has been seriously degraded and is now full of holes. This is the reason for frequent traffic accidents here. When the school day ends and a large number of students pour out at the same time, the situation becomes much worse”, said Huynh Minh Thong, a local resident here.
Despite such danger, the repair and upgrade task for the street is just so sluggish. The street expansion project was approved in 2019 with an estimated investment of VND832 billion (US$35.4 million) and then rising to VND1.63 trillion ($69.4 million) due to more land compensation. However, until now, functional agencies have no response on an official date to start construction work.
Facing a similar fate is the completion of Ring Road No.2, which is considered the main route to regulate traffic and reduce congestion for the inner city. There is 14km left out of the full length of 64km. This leftover is divided into 4 sections, and 3 of them have received no investment yet while the last one (beginning in 2017 under the Build-and-Transfer mode) is still in progress.
Other unfinished traffic projects behind schedule in HCMC include the expansion of Nguyen Thi Dinh Street, the construction of My Thuy Roundabout (stage 2), Nam Ly Bridge, Tang Long Bridge, Long Dai Bridge (Thu Duc City), Thoai Ngoc Hau Street – the section to Vanh Dai Trong Crossroads, a connection street from Kinh Duong Vuong Street to Nguyen Van Linh Street (from Tan Phu District to Binh Tan District), Binh Tien Bridge and Road in District 6, Nguyen Khoai Street in District 4, Metro Route No.2 from Ben Thanh to Tham Luong.
To address traffic problems on Nguyen Duy Trinh Street, Director of the HCMC Transport Department Tran Quang Lam informed that his Department has already proposed to the Transport Ministry to allow the temporary use of the area under the expressway there for two-wheel vehicles to move. In the long term, HCMC is going to expand this street to link to Street No.990 into Ring Road No.2.
As to the tardiness in carrying out the expansion project, the HCMC Transportation Works Construction Investment Project Management Authority (TCIP) shared that the steps of developing a construction design, estimating costs, and compensating for land clearance are still on the way.
Director Luong Minh Phuc of TCIP explained that most traffic projects are behind schedule (some by 3-6 years) owing to the land clearance step. To amend the situation, TCIP is cooperating with localities to work out specific dates for land clearance of each project. Any cleared land lot will be immediately worked on.
The HCMC Transport Department reported that the capital requirement for traffic infrastructure in the next 10 years come to VND904.3 trillion ($38.5 billion), including VND438 trillion ($18.7 billion) from the city budget.
In the following 5 years, the city needs to focus on 3 expressways of HCMC – Moc Bai (building), HCMC – Long Thanh – Dau Giay (expansion), and HCMC Trung Luong (expansion). It must also upgrade National Highway No.1, 13, 22, and 50 while trying to complete constructing Ring Roads No.2 and 3.
Important intersections that should be built by 2025 are An Phu, My Thuy, Go Dua, Linh Xuan, Bon Xa, Cong truong Dan Chu, and the one between National Highway No.1A and Vuon Lai Street. In addition, 4 new large-scaled bridges should be built: Thu Thiem 3 (linking Thu Duc City and District 4), Thu Thiem 4 (linking Thu Duc City and District 7), Cat Lai (linking HCMC and Dong Nai Province), and Can Gio (linking Nha Be District and Can Gio District).
Experts in the field commented that being the largest city in the country, HCMC still faces so much congestion right at its many entrances due to tardiness in carrying out traffic projects. It is wiser to quickly finish these projects to avoid unnecessary cost increases, and to apply more practical measures in the land clearance task. Finally, the city should choose the most urgent projects to focus on.
The list of traffic projects invested by HCMC in the 2016-2020 period has 115 projects using the city budget. 75 of them are behind schedule, 67 of which are owing to land clearance problems and the rest to investment procedures.
Embassy meets Vietnamese people, businesses in Cambodia ahead of Tet
The Vietnamese Embassy in Cambodia held a Tet (Lunar New Year) gathering with representatives of Vietnamese people and businesses there in Phnom Penh on January 6.
The event also saw the presence of officials from some Vietnamese provinces bordering Cambodia such as Tay Ninh, Dong Thap, An Giang, and Kien Giang.
In his remarks, Ambassador Nguyen Huy Tang highlighted achievements by the two countries in 2022 and applauded efforts by Vietnamese businesses and Khmer people of Vietnamese origin in Cambodia to surf difficulties and obtain encouraging results.
Those efforts have substantially contributed to the development of the countries’ partnerships in all fields, he opined.
In 2023, Cambodia will host the 32nd Southeast Asian Games (SEA Games 32) and the general elections. The two countries should proactively seize opportunities, overcome challenges, and coordinate closely with their domestic agencies, all-level authorities, and sectors to continue improving bilateral connections in all aspects, particularly economy, in order to create new impulses for their relations.
Economic links should become a resource for the “good neighbourliness, traditional friendship, comprehensive cooperation, and long-term sustainability” between Vietnam and Cambodia, according to Tang.
The ambassador also voiced his hope that Vietnamese-origin people in Cambodia will keep upholding solidarity and mutual assistance to surmount difficulties and improve their lives, comply with Cambodian laws, and contribute to the homeland as well as the two countries’ relations.
One million poor people to receive support during Lunar New Year festival
The Vietnam Red Cross societies at all levels are striving to support 1 million poor people and those from vulnerable groups with a total amount of 600 billion VND (25.5 million USD) in the upcoming Lunar New Year (Tet) – the biggest festival in a year of Vietnamese people.
The Vietnam Red Cross Society (VRC) Central Committee said that as of January 6, it had allocated 33 billion VND (1.4 million USD) in cash and in kind to provinces and cities across the nation to help them carry out activities of the “Tet of Mercy” Movement 2023.
President of the VRC Central Committee Bui Thi Hoa said that the “Tet of Mercy” Movement is inherited from the “Tet for the Poor and Agent Orange Victims” Movement launched by the organisation in 1999 in order to continue mobilising public donations to provide material and spiritual support for the poor, disadvantaged people, and those from vulnerable groups to enjoy a warm Lunar New Year.
Various activities under the movement will be held nationwide to January 16 (the 25th day of the last lunar month).
Nearly 3,500 runners attend Vietnam Trail Marathon
Nearly 3,500 runners from 32 countries and territories were present in Moc Chau district, the northwestern province of Son La on January 7 to participate in Vietnam Trail Marathon (VTM) 2023.
The runners competed in 5km, 10km, 21km, 42km and 70km races through ethnic minority villages, orchards, and tea fields.
Established in 2019, the VTM has grown to become one of the largest mountain runs in the nation. Since it began, the tournament has brought more than 13,000 runners to experience the warm hospitality and stunning scenery of Moc Chau.
Famous runners at this year’s event included actor Nhan Phuc Vinh, running 70km, and 42km runner, Nguyen Thi Thanh Nha, the first Vietnamese woman to climb the Everest.
The race also featured a lot of Vietnamese talent. Males to watch include multiple podium runners Quang Tran, Quang Nguyen, Nguyen Duc Tuan Anh, Trinh Nam Hai, Nguyen Tien Hung and Nguyen Si Hieu.
Top females included Le Phuong Vy, who finished second in the 160km category of the Vietnam Mountain Marathon 2022, Vietnam Jungle Marathon (VJM) champion Pham Chi Mai and Vu Thi Lan Huong, the runner-up at the VTM and VJM last year.
The Vietnam Trail Series has raised around 9.2 billion VND USD (390,000) for good causes. The money raised at this year’s race will be used for development projects at Moc Chau hospitals, alongside improving the houses of impoverished families in the area.
HCMC Marathon 2023 opens
The Salonpas HCMC Marathon opened on January 7 in the Phu My Hung Urban Area of the country’s southern economic hub with the participation of 10,000 local and foreign runners.
During the two-day tournament, the runners compete in 42km, 21km, 10km and 5km races.
It also features 500 children aged three to 10 in two categories: 1.5km and 500m.
The marathon is organised by the HCM City Athletics Federation and Pulse Active, a sports-tourism and lifestyle-entertainment company, along with the Department of Culture and Sports.
Japanese pharmaceutical company Hisamitsu (producer of the pain relief patch Salonpas) is the main sponsor.
HCMC Marathon is one of Vietnam’s largest marathons, and it has been held annually since 2013. The marathon aims to encourage more people to take part in sports activities.
This year’s event has a total prize of over 700 million VND (29,825 USD).
Over the years the marathon has steadily been gaining popularity so much so that the number of runners this year has doubled from inaugural one in 2013.
There is also an exhibition of health and sports products.
HCM City leaders meet outstanding overseas Vietnamese ahead of Tet
Ho Chi Minh City held a get-together on January 7 for outstanding overseas Vietnamese who return home to welcome the upcoming Lunar New Year (Tet) – Vietnam’s biggest national festival.
Affirming that the city’s leaders always have special affection and respect for the overseas Vietnamese community, Vice Secretary of the municipal Party Committee Nguyen Van Hieu thanked them for their contributions, especially during the fight against the COVID-19 pandemic.
Remittances sent by Vietnamese people abroad have supplemented resources for the city to effectively implement socio-economic development activities and ensure social welfare, said Hieu.
Vice Chairman of the municipal People’s Committee Vo Van Hoan stated that during its construction and development process, the city hopes to continue receiving contributions and investments from overseas Vietnamese.
Ho Chi Minh City always welcomes and is willing to create all favourable conditions for the overseas Vietnamese community to invest, do business, and make practical contributions to the city’s development, especially in such fields as health, education, and physical training-sports.
Da Nang appreciates foreigners’ contributions to local development
Leaders of the central city of Da Nang hailed contributions by the community of foreigners to local development at a meeting held on January 6, ahead of the Lunar New Year (Tet) festival.
The event gathered representatives of foreign consulates, enterprises, non-governmental organisations, experts, and volunteers in the city.
In his speech, Chairman of the municipal People’s Committee Le Trung Chinh offered the best New Year wishes to and thanked the foreigner community for their substantial contributions to local development last year.
Highlighting the city’s achievements, he said Da Nang strongly promoted diplomatic activities and international cooperation in 2022 after two years of the COVID-19 pandemic. It now has cooperative ties with 49 provinces and cities of 22 countries.
Leaders of Da Nang always highly value the sentiment of and contributions by foreigners, diplomatic representative agencies, foreign businesses, and international organisations in the city, he went on.
Chinh expressed his hope that the community will continue standing side by side with the local administration and residents to develop Da Nang into a wealthy, beautiful, peaceful, civilised, and modern city.

140,000 foreign visitors to Da Lat
The resort city of Da Lat in the Central Highland province of Lam Dong has so far this year welcomed about 140,000 foreign visitors, according to the provincial Department of Culture, Sports and Tourism.
According to Lam Dong provincial People’s Committee, Da Lat city this year expects to welcome more than 7 million visitors, an increase of 340% over the same period in 2021.
Its revenue from the accommodation, restaurant and tourism services reached nearly 504 million USD), a year-on-year increase of over 122%.
Situated on a plateau around 1,500 metres above sea level, Da Lat enjoys year-round cool weather that is in contrast to Vietnam’s tropical climate.
As one of Vietnam’s biggest flower-growing regions, producing around 3 billion flowers every year, the city is a must-visit destination for flower lovers around the world.
Peacekeepers make significant contributions to people-to-people diplomacy
Vietnamese peacekeeping force has made effective and important contributions to the country’s people-to-people exchanges, one of the three pillars of the country’s comprehensive and modern diplomacy.
Since Vietnam officially joined the UN peacekeeping operation in June 2014, the country has sent more than 500 officers and soldiers to “hotbeds” in Africa.
According to Nguyen Phuong Nga, President of the Vietnam Union of Friendship Organizations and former head of the Permanent Delegation of Vietnam to the UN, the participation of the Vietnam People’s Army in peacekeeping activities has introduced a very positive image of the nation to people across the globe, helping to strengthen international solidarity and support for Vietnam.
Through people-to-people diplomacy channels, international friends greatly appreciate Vietnam’s excellent engagement in and completion of UN peacekeeping operations, she noted.
Over the past eight years, Vietnam has increased the number of its peacekeepers in UN operations, maintaining the presence of a level-2 field hospital at the UN Mission in South Sudan since 2018. In particular, the percentage of Vietnamese female participants is always higher than the level called for by the UN.
Vietnam has been actively engaged in international cooperation in this field and organized many international conferences and seminars on peacekeeping. Vietnamese officers have completed their tasks well, and are much appreciated by the UN and the host country for their capacity and professionalism.
Vietnam has brought about a very new approach, that is, the peacekeeping force not only fulfills its tasks but also stays close with and helpful to local people. Information and images about the dedicated Vietnamese military medical soldiers, who wholeheartedly took care of the sick, planted vegetables, sewed and distributed face masks during the COVID-19 epidemic, have contributed to boosting Vietnam’s image and affirms the blue berets’ role as messengers of peace and friendship.
HCM City to develop as regional centre of specialised medical care
HCM City is striving to become a centre of medical care for the ASEAN region, a leader of the city’s Department of Health said.
The health sector will also focus to improve the capacity of disease control and prevention, strengthen grassroots healthcare networks and intensive care ambulance services this year, said Tăng Chí Thượng, director of the department.
Development of human resources, proper investment in infrastructure and medical equipment are priority areas in order to fulfill these tasks, he said at a meeting late last week to launch the tasks for 2023.
Digital transformation and the application of advanced techniques will be fostered as part of measures to realise these tasks, he said.
A project to set up a hi-tech screening and diagnostic centre at Oncology Hospital No.1 is being developed as part of efforts to develop a specialised medical care centre for the ASEAN region.
The hi-tech screening and diagnostic centre will help locals and foreigners, especially expats living in Việt Nam, access high-quality health check services and examinations.
It is expected to reduce the number of patients travelling abroad for medical examinations and treatment and boost medical tourism.
Dương Anh Đức, deputy chairman of the city People’s Committee, said that the health sector must be one of the pioneers of digital transformation to improve the quality of health services and promote the city as a centre of high quality medical care in the region.
He asked the department to coordinate with the University of Medicine and Pharmacy and Phạm Ngọc Thạch Medical University to train high-quality human resources.
